Challenger Speed Boat

I have tweaked the handling, acceleration, and the top speed.  It is now perfect for any of the boat challenges.  Super fast, but not too fast, and it turns on a dime without need for slowing down.  I also increased the armor values so you dont have to worry about ruining the boat
