Air Vehicle Lock-On Rockets

This mod was originally bundled with skatertest's Weaponnized/reskinned speedplane look-missiles V3.0

With this mod, rockets will now lock onto enemy helicopters. I have increased the speed of the rockets significantly.  I have also made several other changes, including adding an extended grapple.
