Makes every weapon and car have a 90% discount in the black market since there is no garage to store purchased vehicles. It's a bit more balanced this way but not free to make it boring. Also includes the 90% discount for DLC weapons and cars.

Does NOT apply discount to parachutes and jet pack since they are a one-time purchase and worth it.
