Just the appearance. Weapons.bin has most of the actual variables, and I think weapon_upgrades in the settings area has the rest.
However, in all practical reality all you need to do is make your best guess as to the size of the explosion and modify the explosives range. I got bored and gave a rocket launcher a 100 whatever explosive radius and blew up a town with five rockets once.
Sadly, this was before I could make the FX match the destruction.
